Evil Empire is a 50+ people game studio made up of ex-Motion Twin team members and new recruits. EE was created to continue working on Dead Cells while Motion Twin went forward to start working on new games. The studio is located in the same building as MT.
Unlike MT, EE is a more classic structured company with a CEO and Dev leads. This is due to them having a lot more employees.
